Salina is an unincorporated community in northern Westmoreland County, Pennsylvania, United States. Located near Route 819, it lies near communities such as Tinsmill and Avonmore. Salina also is located near Kiski Area's Elementary School, Bell-Avon. Salina was once a salt mine.

What is utilities law?

Public utilities provide electric, gas, water or telephone service to customers in a specified area. Utilities have a duty to provide safe and adequate service on reasonable terms to anyone who lives within the service area on without discriminating between customers.
